Tracking agencyNumbers you can trust
Google Ads and Meta only optimise as well as the data they receive. We set up Google Analytics 4, Google Tag Manager, Consent Mode v2 and your conversion tracking so that every enquiry and every purchase is counted exactly once: privacy-compliant, documented and in your own accounts.

What tracking in online marketing has to deliver
Tracking is the measurement of what visitors do on your website and where they come from. In online marketing it is mostly about conversions: enquiries, calls, appointment bookings and purchases. This data flows into Google Analytics 4 for analysis and into Google Ads and Meta, whose bidding strategies use it to decide how much to pay for which click.
Good tracking is therefore not a reporting issue but a revenue issue. If the system counts enquiries twice, Google raises spend on the wrong search terms. If conversions are missing because the cookie banner is set up wrongly, Smart Bidding throttles campaigns that are actually performing well.
Five stations from click to decision
Every conversion passes through the same chain. If it breaks anywhere, you see numbers that are wrong. Tap a station.
Station 1 · On the website
Event
A visitor submits a form, calls, adds to cart or buys. For this to be measured, the website has to report the event cleanly, ideally through a dataLayer rather than fragile click selectors.
Typical error
The form submits without a page change, there’s no thank-you page, and nobody notices that not a single enquiry is counted.
Station 2 · Consent Mode v2
Consent
The cookie banner (CMP) asks for consent and passes it to all Google tags via Consent Mode v2: ad_storage, analytics_storage, ad_user_data and ad_personalization. Without these signals Google may not and cannot measure properly.
Typical error
The banner blocks the entire Tag Manager instead of only controlling storage. Result: gaps in GA4 and no modelled conversions.
Station 3 · Web container
Google Tag Manager
In Tag Manager, triggers decide which event goes to which destination and with which values. A clear structure with naming conventions and documented versions keeps the container maintainable for years.
Typical error
Three agencies added tags one after another. The GA4 page view runs twice, an old Universal Analytics tag still fires.
Station 4 · Server container, optional
Server
With server-side tagging, data first goes through your own server under your domain. There it is filtered, enriched and only then passed on to Google, Meta and others.
Typical error
The server container runs, but the web container still sends directly to Google. Everything is counted twice.
Station 5 · GA4 · Google Ads · Meta · CRM
Destinations
At the end are the tools you make decisions in: GA4 for behaviour and sources, Google Ads and Meta for bid optimisation, the CRM for actual deals.
Typical error
Google Ads optimises for a secondary conversion like “Contact page view” because it is accidentally set as primary.
One contact for all five stations who also manages the campaigns that run on this data.
How to spot broken conversion tracking
Seven signs we see again and again in audits. Pick your symptom to see the most common cause and how to check it yourself.
GA4 and Google Ads show different numbers
Most common cause
The two systems count differently: Google Ads assigns a conversion to the day of the click, GA4 to the day of the conversion. Add different attribution models, consent gaps and different counting methods (one or every).
How to check
Compare the same period, the same conversion and the same attribution model. If a gap remains, it’s usually the tag or consent.
Form submissions aren’t counted
Most common cause
Modern forms submit without a page change. The standard form trigger then doesn’t fire and there is no thank-you page.
How to check
Submit a test form in Tag Manager preview mode and check whether an event appears in the dataLayer.
Data has been missing since the cookie banner
Most common cause
Either Consent Mode isn’t active, the default state is set too late, or the banner blocks Tag Manager entirely.
How to check
Check in Tag Assistant whether a consent default is set before the first tag and whether an update follows after consent.
More conversions than real enquiries
Most common cause
The conversion tag fires on every page or twice, the thank-you page is counted again on reload, or soft goals like page views are set as primary.
How to check
Compare one month of conversions with your inbox and check in Google Ads which actions count as primary.
“(not set)” or “Direct” instead of the real source
Most common cause
UTM parameters are missing or lost in redirects, sessions start without session_start, or consent only arrives after the first hit.
How to check
Open campaign links with UTM parameters and check in the real-time report which source arrives.
Google Ads warns about Consent Mode
Most common cause
Usually the two version-2 signals, ad_user_data and ad_personalization, are missing, or the banner doesn’t pass them to the Google tags.
How to check
Check the conversion action’s diagnostics to see which signals Google receives.
Works in preview, not live
Most common cause
The container wasn’t published, another environment is active, or a cache or the banner holds back the new version.
How to check
Compare the version number in Tag Manager with the version loaded in the live page source.
More than one symptom applies? Then a full tracking audit is worth it.

First the measurement plan, then the tags
Most tracking problems arise because tags are created without a plan. That’s why we start with a table: which business goal is measured with which event, which parameters belong to it, and in which tool does it count as a conversion?
We use Google’s recommended event names such as generate_lead or purchase. That way GA4 recognises the events and reports stay comparable for years.
| Goal | Event | Parameters | Counts in |
|---|---|---|---|
| Contact enquiry | generate_lead | form_id, service | GA4 ★Ads primary |
| Phone call | phone_click | phone_number, page | GA4Ads secondary |
| Appointment booked | book_appointment | service, date | GA4 ★Ads primary |
| Purchase | purchase | value, currency, transaction_id | GA4 ★Ads primaryMeta |
| Newsletter | sign_up | method | GA4Ads secondary |
| Deal in the CRM | offline_deal | gclid, value | Ads primary |
★ = key event in GA4. Primary = Google Ads optimises for it, secondary = for observation only.
Consent Mode v2: what happens when a visitor declines?
Consent Mode v2 controls how Google tags behave depending on consent. The two variants differ precisely at this moment.
BasicVisitor declines
- 1Google tags are blocked until the visitor agrees
- 2Without consent: no data to Google
- 3Google models conversions only via a general model
FitsWhen your data protection rules exclude any transfer before consent.
AdvancedVisitor declines
- 1Google tags load immediately but in restricted mode
- 2Without consent: only cookieless pings without identifiers
- 3Google models missing conversions tailored to your account
FitsWhen you want more conversions to be visible and your data protection officer agrees.

Server-side tracking: when server-side tagging pays off
With classic tracking, every vendor loads its own script into your visitors’ browser. With server-side tracking there is a second Tag Manager container running on a server under your subdomain, for example on Google Cloud or with a specialised hosting provider. The browser sends once to this server, and the server distributes to Google Analytics, Google Ads and the Meta Conversions API.
It pays off for shops, for businesses with several ad channels and wherever you want precise control over which data leaves your company. For a small website with one contact form, a clean web container is usually the better investment.
Important: server-side tagging doesn’t bypass consent. Consent signals travel along just as they do in the browser. Why server-side doesn’t work in the normal Tag Manager
Enhanced conversions and the Meta Conversions API
Two building blocks that recover conversions lost to cookie restrictions and ad blockers. Both require consent and clean tracking as a foundation.
Enhanced conversions for Google Ads
The conversion tag additionally sends hashed customer data such as the email address. Google matches it against signed-in accounts and attributes conversions that would otherwise be lost without a cookie. There is a dedicated variant for leads that links form data to later deals.
- Set up in Tag Manager or via the Google tag
- Diagnostics in Google Ads without warnings
- Note in your privacy policy
Conversions API alongside the Meta Pixel
The pixel measures in the browser, the Conversions API sends the same events from the server to Meta. Both run in parallel and are deduplicated via a shared event_id so no purchase counts twice.
- Via the server container or a partner integration
- Checking event match quality in Events Manager
- Same consent logic as in the browser

Frequently asked questions about tracking, GA4 and Consent Mode
What does a tracking agency do?
A tracking agency makes sure your website reliably measures where visitors come from and which of them turn into enquiries or purchases. This covers setting up Google Analytics 4 and Google Tag Manager, Consent Mode v2, conversion tracking for Google Ads and Meta, and server-side tagging where needed. At 1hold.de everything comes from one contact who also knows the campaigns that run on this data.
Is Consent Mode v2 mandatory?
For websites with visitors from the European Economic Area, Google has required Consent Mode v2 since March 2024 if data is to be used for personalised advertising and remarketing. Without the ad_user_data and ad_personalization signals, features such as remarketing lists in Google Ads are only available to a limited extent. Whether the basic or the advanced variant fits is a data protection decision we prepare with you.
What is server-side tracking and do I need it?
With server-side tracking, the browser sends data to your own server under your domain, which filters it and only then passes it on to Google, Meta and others. This gives you control over the data, lightens the website and makes measurement more robust against browser restrictions. It pays off mainly for shops and businesses with a meaningful ad budget. It doesn’t replace consent and it incurs ongoing server costs.
Why do GA4 and Google Ads show different conversions?
Because they count differently: Google Ads assigns the conversion to the click date, GA4 to the conversion date. Add different attribution models, consent gaps and counting methods. Some difference is normal. If it gets large, there is almost always a technical error, such as a tag firing twice.
What are enhanced conversions?
With enhanced conversions, the conversion tag additionally sends customer data such as the email address, hashed with SHA-256 beforehand. Google matches it against signed-in accounts and can attribute conversions that would otherwise be lost. Consent and a note in your privacy policy are required.
Do I need Google Tag Manager if I add GA4 directly?
For plain visitor statistics, the Google tag is enough. As soon as forms, calls, Google Ads, Meta and a cookie banner work together, Tag Manager is the better choice: all tags live in one place, every change is versioned, and new events don’t require changes to the website code.
Set up GA4 yourself or with an agency?
Many people manage a basic GA4 installation themselves. It gets difficult with key events, forms without a page change, Consent Mode, cross-domain tracking and the link to Google Ads. That’s exactly where the errors arise that later steer campaigns wrongly. An agency pays off as soon as ad budget depends on this data.
Is server-side tracking GDPR-compliant?
Server-side tracking is a technique, not a legal basis. It can improve privacy because you filter which data leaves your company before it is passed on. For analytics and advertising you still need consent, and consent signals must be respected server-side as well. The legal assessment is made by your data protection officer.
Do I need the Meta Conversions API in addition to the pixel?
If you advertise meaningfully on Facebook and Instagram, yes. The pixel alone loses events to ad blockers and browser restrictions. The Conversions API additionally sends the same events from the server. Deduplication via a shared event_id is essential, otherwise Meta counts twice.
Will I own the container and property afterwards?
Yes. The Tag Manager container, GA4 property and conversion actions sit in your own accounts and you are the admin. We work with user access and document every version. If we stop working together, everything stays with you.
How much does a tracking setup cost?
It depends on how many events, tools and domains are involved. A tracking audit first shows what already works and what’s missing. You then get a quote for exactly those points. In the free intro call we estimate the scope together.
